Here are the minutes from some
of our recent meetings:SW Trails PDX January 12, 2012 Minutes Attendance: Don Baack, Glenn Bridger, Sharon Fekety, Lee Buhler (Chris Mays was unable to attend. However, he had read and agreed to the resolution (attachment 1) and he signed it the following week.) The meeting was called to order at 2:08 Lee made a motion to approve the agenda. Sharon seconded the motion. The motion passed unanimously. Don made a motion to appoint himself as chair and Lee as secretary for the initial meeting. Lee seconded the motion. The motion passed unanimously. Resolution ratifying actions of incorporator and other items (See attachment 1) Don made a motion to set a quorum of 3 for board meetings. Lee seconded the motion and the motion passed unanimously. Don made a motion to accept the bylaws dated January 6, 2012. Lee seconded the motion and the motion passed unanimously. Don moved to ratify the actions of the incorporation Lee seconded the motion and the motion passed unanimously. Lee made a motion to set the annual dues for membership to SW Trails PDX at $5.00. Sharon seconded the motion and the motion passed unanimously. Other Business: Lee said he felt is was important to get insurance for SW Trails PDX. He suggested using some of the SW Trails money at SWNI for that purpose. Lee made a motion to request all SW Trails funds, 4T funds and Raz/Baack funds be transferred from SWNI to SW Trails PDX effective when SW Trails PDX 501c3 is established. Glenn seconded the motion. The motion passed unanimously. Don suggested that Glenn and Chris contact SWNI and work on the issue. Don said it was very important that the Portland Bureau of Transportation work out a process for working on trails on the public right-of-way now that the liability issue had been resolved in the legislature. Lee made a motion to send a letter to Tom Miller, Portland Department of Transportation Director emphasizing the importance of developing a process for trails on right-of-way. Sharon seconded the motion the motion passed unanimously. Don said Diane has been working hard on the email list and it seems to be working. They will send out another test email. Glenn said we need to write letters to our donors explaining our 501c3 status Don said he met with PDOT and asked for replacements of some trail signs. The meeting was adjourned at 2:35 Respectfully submitted, Lee Buhler SW Trails PDX Meeting Minutes November 17, 2011 DRAFT Attendance: Don Baack, Sharon Fekety, Michael Kisor, Lee Buhler Chair Don Baack called the meeting to order at 7:10 Lee made a motion to accept the agenda with the addition of a pedestrian advisory committee report. Sharon seconded the motion and the motion passed unanimously Sharon asked about the dues in the bylaws. Don said there will be a $5.00 per calendar year membership fee. We choose this method to track memberships. Glenn will be developing the membership sign up form. We will ask our walking contingent to join. Don said Carl is working on the articles of incorporation. Lee motion to elect Sharon to the SW Trails PDX Board of Directors. Michael seconded the motion and the motion passed unanimously. Peter DeCrescendo will do a video about the Red Electric Trail as proposed in the SWNI grant submission. There is also money for a map/brochure. They expect to print 1000 to 2000 brochures. All based on getting the grant. The November hike went well. We walked on parts of the Red Electric Trail. We were not able to walk much of the route due to overgrown vegetation and a lack of public access, several hundred feel of trail right of way will need to be acquired. We will get a report on the Red Electric at the December 15th meeting at the Watershed, 7pm. Don met Jennifer Modarelli-Devoe, the owner/managing director of Whitehorse who is willing to do a website for free. Michael said it was important that it not be flash based. Arnie Rowland cautioned that we need to guard against a complex or labor intensive update process for the web site so that we can update it easily. We will invite interested forlks to join us when we meet with Jennifer. Michael asked about the website and what Arnie was offering. Don said Arnie was willing to let us use his site Michael asked about advertising and said he would like to be involved on website development. Lee will lead the November hike hopefully across the new crosswalk on Barbur. Sharon will lead March hopefully over the Gibbs pedestrian bridge if it is completed by that date. Don said there will be an article in the Oregonian on SW Trails PDX soon Came out on 11/25 in the community section. However, we can do work on Parks land. There are several steps that could use gravel. We will plan work parties in 2012. Don sent the letter requesting a SW Portland equivalent to the East Portland in Motion and Tom Miller said it would be considered in the budget process. Don there will also be a walk around with one of the project managers, Liz Mahon on December 14th at 10am We will meet at 6495 SW Burlingame Place and go from there after we discuss the trail overview in a warm environment. Don said Jessica Engleman of TriMet will also be at a future meeting. Don reported on the Pedestrian Advisory Committee discussions of vegetation management. There is a confusion on who has authority and how far back from the road pavement edge the vegetation must be cut back. The BDS reportedly has posted the narrow ROW south of SW 19th and Capitol Hill Road to remove branches for the proper height and asked the adjacent property owners to remove the backberries.. This is one of the ten locations posted with pictures on the SW Trails website. This is a location were an adjacent neighbor has parked on the narrow right-of-way, impeding walkers. Michael said there was a hedge on Garden Home Road that is dangerous as you cannot see around it. Don asked Michael to send a picture of the problem to put on the list. We looked at the examples on the web. Here is a summary of the steps takens so far and what needs to happen next on the walker safety issues on our SW streets. BDS has looked at the sites and posted them for pruning or other actions to the degree of their authority. That means along streets without sidewalks to post the cutting of brush that overhangs the street to the edge of the pavement. On those sites that require more pruning for walker/biker safety, PBOT has to get involved. At this time the city does not have a single person to contact to address the problems, but must ask several bureaus. Once we get all the sites re looked at again, we will be able to suggest some changes to make the process more efficient. Don said BES did an extended shoulder on Garden Home Road. Don said it would be a good idea to have a walk along it to see how well it works. He suggested inviting several interested groups and people. Michael said this is good timing as the speed bump issue is being discussed. Michael motion: That SW Trails sponsors a joint inspection walk on Garden Home road from 45th to 69th inviting the SWNI Transportation Committee, Ashcreek and Multnomah neighborhood, Elders in Action, the PSU council on aging, AARP, the Senior Center, Moon Shadow residents, Portland Pedestrain Advisory Committee, Portland Bicycle Advisory Committee, Portland and Multnomah County committeeson disabilities, PBOT Staff, BES Staff, ODOT staff, Washington County officials as well as Commissioner Kafoury, Commissioner Saltzman and Mayor Adams. Lee seconded the motion and the motion passed unanimously. Lee will set up a walk to look at the pedestrian crossing issues around the National College of Natural Medicine. Sharon pointed out that the crossing of Burnside of the Wildwood trail is very dangerous. SWTrails has expressed support for funding a bridge at this site. Don said the ADA trail at the Raz-Baack crossing may need some work. Don said the Housing Authority may put up signs for the Raz-Baack crossing to avoid confusion with their new name. Don said a Oregon State Trails organization that has just been formed. He said Jefferson Smith has a transportation committee as part of his campaign. Don talked about the sidewalk issues on Sunset Blvd in Hillsdale. Don said he hoped they would put sidewalks on both sides and a climbing bike lane. The meeting was adjourned at 8:06pm. Katurah seconded the motion and the motion passed unanimously Wendy Cawley from the Portland Bureau of Transportation gave a summary of the Barbur High Crash Corridor project. Barbur and Beaverton-Hillsdale highway were identified at high crash corridors in southwest Portland There are other streets in other parts of town that are designated high crash as well. They are working on Barbur first. PBOT sponsored an open house focused on Barbur in the spring. They have developed a draft plan. Wendy handed out a summary of the plan, focused on short term inexpensive things that can be done in the next year or so. She said Barbur has a higher incident of driveway crashes and of vehicles running red lights. She said speed can be high on Barbur as well. Only about half of Barbur has sidewalks and. many key areas without bike lanes as well. They have started construction on a pedestrian island on Barbur at Whitaker. A HAWK signal is scheduled for Whitaker and Naito to help walkers seeking to tuse the new Gibbs Street Pedestrian Bridge which should open in February (Urban Trail 1) Laura asked what a “hawk signal” is. Wendy said it is a flashing stop signal that is activated by a pedestrian or bicyclist. Don asked who will maintain it, ODOT or PBOT. Wendy said it wasn't determined but PBOT probably will. Wendy said the first step in improving a crossing is to add an island (at the Barbur crossing, lower speeds and fewer cars than Naito). If that is not adequate they will step up to a rapid flashing beacon. Then a “hawk” signal and then a full signal. The stopping compliance improves with each of the treatments. Chris asked if there were other “hawk” signals in Portland. Wendy said yes and gave some examples. The improvement of the crossing at 4900 SW Barbur has been a priority for SWTrails for several years. Wendy said the crossing at the 4900 block of Barbur has been a problem for ODOT and PBOT for some time. They said they will break ground any day and have it completed by Thanksgiving. Arnie asked why Barbur is not marked as 99W. Wendy said that ODOT has jurisdiction on Barbur and would make that decision. Arnie said he had trouble getting someone to replace bad overhead lights at Capitol Hwy and Barbur, a difficult place to do work with a truck bucket device, as everyone wants to pass the buck. Wendy went over other proposed Barbur improvements. She said most of them are ODOT funded. There will be two new crossings between 19th and 26th. The exact locations have not been determined. Wendy said they will also do education and enforcement. Wendy said the Portland Police wrote 194 citations on Barbur in July. They are doing distracted driving enforcement actions to get people to stop using cell phones while driving. There will also be a pedestrian improvement at Laradel, another site that has been a focus of SWTrails. Laura asked where to cross at the new pedestriand island construction on Barbur near Whitaker. She worried that people will not expect pedestrians at the mid-block site where they are building the new crosswalk. Wendy said there will be stripes and signage installed. Don suggested a list of the more expensive and more difficult changes needed on Barbur be placed on a Capital Plan List Wendy said they will be addressing the Beav-Hills highway high crash corridor in 2012. They have constructed an island at 43rd and will be installing a RRFB, Rapid Flasing Beacon at SW 62nd. Don thanked Greg for focusing attention on the pedestrian crossing needs on BHHwy in this area Chris suggested getting private funding for un-funded improvements. Peter suggested adding a surcharges to traffic tickets in the problem areas and dedicate the funds to improvements. Don pointed out that the crossing at highway 43 and Richardson needs improvement. Maybe Hwy 43 should be the next SW high crash corridor? Arnie gve an overview of the Sunday Parkway events. He gave a history and talked about the program in Portland. Streets will be closed to cars from 10-4. Police and volunteers will monitor the routes. They will avoid routes with bus lines. There will be booths in parks along the route. People may set up tables to give or sell things. They like to have a figure-eight loop and 5 to 6 miles in length. So far, they have been in other areas of the city that tend to be flat. This will be the first on in southwest and it will be on July 22nd. Peter said there are a variety of people in other parkway events such as many people on “art” bikes. Don said this was discussed at the SWNI Transportation Committee. They are recommending adding Terwilliger Blvd to the route. He said parking may be an issue. Don asked if SW Trails should be involved with the Terwilliger Celebration. Laura said she liked the idea of a walk. She talked about other parkway events that she went on. She said one problem is the bikers not yielding to pedestrians. Arnie said the bikes tend to take over the parkways. Peter they could designate parallel routes just for walkers. Chris said they started biking those events but gave that up due to the randomness of the way people bike. They now walk. Arnie said it would be good to have a volunteer to talk about the history of Terwilliger. Peter suggested descriptive signs along the route with historical pictures. Don said his first experience with Sunday parkways was in Reo de Janeiro Brazil. Don talked about “East Portland in Motion” This is a summary of all the improvements needed in east Portland. The items were then prioritized. Don suggested doing something similar for southwest Portland. That way a city-wide plan could be developed. Laura moved that we write a letter to city commissioners requesting funding for a southwest Portland in motion planning project. Michael seconded the motion and the motion passed unanimously. Phyllis reported on our upcoming hikes. Don will lead the November hike and Lee will lead in December. She thanked Chris for the October hike, which went well. Bylaws for SWTrails PDX: Arnie Rowland sent a comment talking about the exact wording for a part that the IRS expects. Don read Arnie's suggested text. Lee asked about the part about influencing legislation. People thought it would not have much impact at it said “substantial” activity. Michael suggested changing the removal of a member by the membership rather than the board. Michael also suggested making sure that members can initiate bylaw changes. Michael suggested changing default notification from mail to email. Lee made a motion to approve bylaw with suggested changes and if the changes cannot be made reconsider the issue next month. Chris seconded the motion. The motion passed with the following vote Yea: Don, Lee, Laura. Peter, Trudi, Chris Katurah, Greg, Paul No: Michael Don said we need five directors. Trudi seconded the motion and the motion passed unanimously. Don said we are a partner in Intertwine. Don said Brian Hat and he have begun the steps to obtain renewed signage on several trails. Peter has taken many pictures for the 4T trail. Don talked about “GIS Jams” The objectives are to get the SW Urban Trail routes to come up in google so we can find the shortest way to walk places in SW Portland. We also need to get the SW Urban Trails on the TSP as an overlay to avoid problems with new construction issues. The Bureau of Development Services has no idea where the SW Urban Trail routes are located. Don said this is a multi-year project. Trudi said she heard that Hillsdale Terrace might change their name to Stephen Creek crossing. She did not think this was correct as the true crossing name is the “Raz-Baack Crossing”. She has been talking to the housing authority. She said if “Raz-Baack” was more visible people would think of it as the Raz-Baack Crossing. Trudi suggested a bench honoring Don and Gail Baack and another one honoring her parents. Trudi displayed a map she found in her attic that her father made showing the Raz-Baack crossing. Trudi suggested a “Raz-Baack” sign on both sides. Laura suggested a cob bench. Don said there is a dog and person drinking fountain at the newly renovated Fred Meyer. He said Safeway may do the same thing. Don said Portland Parks has been doing graveling in Duniway Park. Lee made a motion that SW Trails write a letter in support of the Red Electric Trail. Grant proposal. Chris seconded the motion and the motion passed unanimously. The Grant Request was submitted on Oct 31st 2011. The meeting was adjourned at 9:01 Respectfully submitted, Lee Buhler SW Trails PDX Meeting Minutes September 22, 2011 Attendance: Don Baack, Glenn Bridger, Sharon Fekety, Michael Kisor, Chris Mays, Diane Mays, Laura Campos, Paul Gleason, Lee Buhler Chair Don Baack called the meeting to order at 7:04 Don reported on his exciting trip to Minnesota. Carl had sent out draft bylaws and we will review them for approval next month. Chris talked about finances. He had developed spreadsheets. They had balance and unpaid bills. Chris said it might be possible to get Excel for non-profits. Glenn said if that doesn't work out he might be able to get it at low cost. Chris looked into PayPal and it should be easy to set up once we get our 501c3 status. Don has talked to businesses that are willing to be sponsors on the web site. Lee talked about what has been done on the web. Don described a new web page showing trail maintenance issues in southwest Portland. He said sometimes it is hard to determine what government agency is responsible for a trail segment. Don said it was important to transfer the swtrails.org and domain name to SW Trails PDX. He said it was important to transfer the 4T trail project to SW Trails PDX. It will cost about $450 to incorporate as a 501c3. We have $150 of Donations. Carl Fink of the KL Gates law firm is graciously doing pro-bono work to get the incorporation. Chris asked what bank we should use and Umpqua and Key Bank were suggested. Don suggested continuing fund raising at hikes. Chris said it would be good to use a receipt book. We will try to keep track of as many contributions as possible and make sure anyone who wants a receipt gets one. Glenn pointed out that we need to get insurance, Gales Creek is the logical source. Chris and Diane will lead the next hike. They are thinking it might be nice to go to the zoo. Glenn Bridger has organized a Thanksgiving day walk starting at 9:00am. Unlike normal SWTrails Walk, this one features home made scones mid walk. This will not be a forced march! Meet at the usual place behind the Dance Studio at SW Capitol Hwy and SW Sunset. We talked about SW Trails relationship with SWNI. Glenn said he thinks things will go very well. We discussed sidewalk funding. Laura made the following motion: That SW Trails PDX write letter to Commissioner Nick Fish requesting funds for sidewalk on Talbot from Fairmont to Patton. Lee made the following motion: That SW Trails PDX write a letter to Tom Miller asking PBOT do a pilot project on SW Marquam Hill Road for an extended shoulder and climbing bike lane on the North side of the street. Glenn said it was important to do the web page first and then set up a FaceBook page. He said it was very important to do a FaceBook page as those are the people we want to attract. Micheal suggested a press release. Don is planning a walk with a reporter from the Oregonian and invited people to join them. Glenn said it was important to let people know that we are growing. Lee suggested an email newsletter. Don reported on the walk around with AARP and Portland State. Don will represent AARP and the PSU Institute on aging on the Barbur Concept Plan. The AARP magazine reported on organized walking groups to promote wellness in Albert Lea, Minnesota and Don thought the concept would go well in southwest Portland. Sharon said it was a good idea once we get organized. Laura suggested a walk with Friends of Terwilliger as a part of the centennial celebration for Terwilliger Blvd. Don thanked people for participation in the work party at Wilson High School. Glenn reported on the Barbur Concepts walk that happened today. They will repeat the walks next Saturday. He said the focus on the project is to figure out land use issues. Don suggested talking to the Christian School on Capital Hill Road to see if they want to apply for Safe Routes to School money to get a sidewalk behind the guardrail just beyond Safeway. (PBOT is working on this bit of sidewalk with the Safeway remodeling—lets hope they are successful) Next meeting is October 27, 2011 7pm at the Watershed. Nov 17th and Dec 15th are the subsequent meeting dates The Meeting was adjourned at 8:20 Respectfully submitted Lee Buhler SW Trails PDX Preliminary Meeting Minutes Thursday, July 28th 2011 Present: Don Baack, Gaile Baack, Mike Roach, Phyllis Towne, Glenn Bridger, Karen Bridger, Sharon Fekety, John Morris, Brenda Morris, Michael Kisor, Diane Mays, Chris Mays, Katureh Pennington, Laura Campos, Paul Gleason, Phil Hamilton, Arnie Rowland, Ken Love, Craig Christy and his wife, Lee Buhler, Don called the meeting to order at 7:35 Don asked the group to give feed back on what the new SW Trails should do and be like. We discussed the pros and cons of registering the non-profit as a 501c3. Phil said a501c3 would give us more credibility with Parks and other government organizations. The consensus was that a 501c3 registration was important and we should move in that direction. Mike Roach, the chair of the Hillsdale Business and Professional Association, said it was very important to look back at the legacy of SW Trails and all that the group has done to improve livability in southwest Portland. He said he was very confident that SWTrails could move ahead without SWNI. Laura said she would like to see SW Trails address the equity issue by having hikes in other parts of town and talking to the Urban League. She said that SWTrails is recognized city-wide for all the work it has done. Michael Kisor said he did not think we should try to take on too much at first. Keturah said additional things will come in time. Mike Roach said the new Raleigh Hills Business Association might be interested in SW Trails. He also said Kaiser Permanente might be interested in helping us out as they are strong on physical fitness and walking. Laura pointed out that the Portland Bureau of Transportation does that with Legacy Health Care. Don asked the group if we should continue trail construction projects and everyone agreed that would be a good idea. Our next work dates will be August 27th 9am to 1pm at Wilson HS, we will work on Trail 3 along the north side of the property where vegetation has obstructed the trail. The work party will be followed by a sponsored picnic and celebration at Wilson. For those not able to work on this project on the 27th, we will also have a work party on the 19th 8am to noon. For both work parties, bring pruners, clippers, rakes to remove ivy along the walkway, pitchfork to stack the debris, gas powered hedge trimmers, Weedeater and anything else you would use to remove brush, prune holly, prune laurel and remove ivy. Don asked if we should continue our partnership with the Safe Routes to Schools Program. Glenn said he thought that was very important and pointed out that safe routes for kids are also safe routes for all humans. Mike Roach pointed out that Safe Routes to School builds community good will. Diane agreed and said the program is about safe routes for everyone. We agreed to continue our Safe Routes to School efforts. We discussed our geographical scope. We agreed we should not be limited to SW Portland, but need to get organized before we do much beyond SW. Don asked if we should continue the monthly walks and everyone agreed that was a very good idea. Laura suggested we incorporate history into some of our walks. Glenn agreed and said we could also have walks to focus on environmental and art issues. Our next walks are: With AARP and the PSU’s Institute on Aging on Friday August 12th 11am to 1pm a short walk from Hillsdale to the Golden Touch along the Route of the Hillsdale to Lake Oswego Pedestrian Trail. We will have a no host lunch at the Golden Touch, talk a bit about how SWTrails has been able to get things done, answer questions and then return to Hillsdale. The second walk is our regular second Saturday walk at 9am on August 13th. We will walk the Hillsdale to Lake Oswego Trail, 6 miles, and take public transit back from Lake Oswego. As usual we will meet at behind the Dance Studio at SW Capitol Hwy and SW Sunset. Following the hike, those who want to will make a brief visit to the new Phyllis Towne digs in Lake Oswego. Contact Phyllis Towne at 636 3723 if you want to arrange a car pool for your dog that is not permitted on public transit. To do a car pool, cars will have to be driven to LO before the walk. Don asked what the name of the new group should be. SWNI has registered “SW Trails”. Mike Roach said he thought it was very important to keep the SW Trails name. Karon suggested “SW Trails and Friends” Michael Kisor suggested “SW Metro Trails”. Phil said “SW Trails Inc.” was a possibility. (See note below.) Don introduced Arnie Rowland who along with John Gould have offered to help set up the 501c3. Arnie explained what it takes to set up a 501c3. He said we must first register with the state and that costs $50.00. He said then we must prepare bylaws, a statement of purpose and articles of incorporation. Then we need to get a tax ID number and set up a bank account. Then we can file for the 501c3. There is a $400.00 one time filing fee. Arnie said wording is very important in the application to make it go smoother. He said the annual Federal Form 990 should be simple as we do not expect to take in over $50,000 per year. Arnie said the group can be “board based” or “membership based”. He suggested a “board based” organization for SW Trails. Don said it was important to also obtain insurance and said he would look into that. Chris volunteered to be the SW Trails Treasurer. Lee volunteered to be secretary and Don volunteered to be president. The group approved those appointments by consensus. Chris said it was very important to have open books and allow everyone to view all bank statements. He asked for another person to also reconcile and Glenn agreed to do that and serve as Finance Committee chair. Arnie suggested setting up online banking and pointed out that notifications can be sent to several people. Don said we need to write the bylaws and Phil, Michael Kisor and Lee agreed to work on draft bylaws. Phil said he hoped we would have a draft for the group at the September meeting. Diane agreed to work on the email list. We talked about fund raising for the group. Don said he can send out an email asking for donations. Chris suggested a treasure hunt walk. Michael Kisor suggested a donation button on our website. He also said we can look for grants. Phil said we should wait a little to apply for grants as they take a lot of time and we have so much else to do now. Glenn suggested listing our sponsors on the web page to entice donations. Mike Roach said the first $100 towards the new group would come from Paloma Clothing. Don asked the group what a good meeting place would be. Glenn suggested the Watershed building and we voted to try it out. We decided to keep the meeting time of the fourth Thursday at 7:00pm. Don said he would ask Ed Fisher to give his slide presentation on trail construction at the September meeting. The meetings are confirmed at the Watershed 7 to 9 on the 4th Thursday of the month except November and December when the meetings will be on the 3rd Thursday of the month. Glenn reminded the group of the annual Thanksgiving day walk. Meet at 9am on Nov 24th where all our SWTrails walks begin, in the area behind the Dance Studio, SW Capitol Hwy and SW Sunset.
